RuralEDGE was founded after seeing firsthand how rural municipalities, nonprofits, libraries, and special districts are expected to manage increasingly complex responsibilities with limited staff, limited budgets, and growing expectations. RuralEDGE exists because Duane Gurulé kept seeing the same problem from five different directions. Over the course of his career, he worked across enterprise technology leadership, municipal executive leadership, nonprofit executive leadership, community development, and public health innovation — and in every setting, he observed the same challenge.
Small public-serving organizations are expected to solve increasingly complex problems — cybersecurity, digital modernization, AI governance, grant compliance, strategic planning — with limited staff and limited resources. They are asked to operate like large institutions, but without the specialized capacity large institutions keep on staff.
RuralEDGE was created as a direct response to that gap. The firm brings concentrated, cross-functional expertise to rural and small municipalities, nonprofits, libraries, and special districts — so these organizations can build durable capacity that serves their communities long after the engagement ends.
